My mother gave me two phlox plants and they seem to have died, so I pulled them up and tossed them in a container that had some old dirt. Today I went out to toss them and one of them is actually growing new leaves from the center. Can I transplant it now or should I wait for spring is this typical for this plant?

Go ahead and transplant it into some nice soil in the garden. Water it in well. It will probably go dormant as we are nearing winter, but in the spring it will come again. It is saying it wants to live!
